Deep analysis of the micro-macro development indicates that “poverty is dominance dependence relationship; the more one is dependent the more s/he is poor”. Furthermore, empowerment of the poor is critical to the poverty alleviation because the powerlessness and the poverty are almost synonymous. The pragmatic reality that the poor lack choice over the resources and the right to influence their future form the basis of their powerlessness. SEHER pursues a holistic approach towards the empowerment of the poor, treating poor as the subjects of change, through its Poverty Alleviation through Sustainable Livelihood (PASL).
