Pakistan is not a party to the 1951 Convention and 1967 Protocol Relating to the Status of Refugees and does not have any legislation regulating asylum seekers and refugees. As the result, UNHCR assumes full responsibility for the determination of refugee status in Pakistan. However, due to deteriorating security situation in the Province lives of the refugees are at high risk and this compels many refugees to seek asylum with the support of UNHCR. SEHER conducts Protection Needs Assessment (PNA) with the pre-Refugee Status Determination (RSD) screening process for identifying the protection or other specific needs of an applicant(s) to enable UNHCR make a decision whether to admit applicants for RSD or refer them for the other interventions. Once RDS case approved and decided by UNHCR and to send the applicant to the required country for asylum, the asylum seeker family is financially and technically supported.
